The City of Rocky Mount and the Down East Home Consortium (DEHC) receive approximately $1,500,000 each year from the Department of Housing and Urban Development (HUD). In order to receive these federal funds, which support a wide range of the City’s and Consortium’s housing and community service programs, the Consortium and the City must prepare a Consolidated Plan and an Analysis of Impediments to Fair Housing Choice. These documents are the basis for providing services and conducting activities in a non-discriminatory manner and to affirming fair housing. These documents meet the US Department of Housing and Urban Development (HUD) requirements for the receipt and use of federal funds, in particular for the Community Development Block Grant (CDBG) and HOME Investment Partnerships programs.

Rocky Mount's Historic Preservation Commission consists of nine members appointed by the mayor and the City Council. The pertinent ordinance stipulates that a majority of the commissioners must demonstrate expertise in history or architecture through special interest, education, or experience.

The Historic Preservation Commission is responsible for protecting the architectural integrity of the local historic districts and local landmarks. To meet that responsibility, the commission reviews all applications from property owners and residents for certificates of appropriateness to make certain kinds of changes within the historic districts. Applications are reviewed to determine if the proposed changes are consistent with design guidelines. The design guidelines for the historic districts and landmarks are available for inspection here on our web site; complete copies may be purchased from the Planning and Development Office at City Hall.
