The City of Rocky Mount and the Down East Home Consortium (DEHC) receive approximately $1,500,000 each year from the Department of Housing and Urban Development (HUD). Rocky Mount's Historic Preservation Commission consists of nine members appointed by the mayor and the City Council. The pertinent ordinance stipulates that a majority of the commissioners must demonstrate expertise in history or architecture through special interest, education, or experience.
The Historic Preservation Commission is responsible for protecting the architectural integrity of the local historic districts and local landmarks. To meet that responsibility, the commission reviews all applications from property owners and residents for certificates of appropriateness to make certain kinds of changes within the historic districts. Applications are reviewed to determine if the proposed changes are consistent with design guidelines. The design guidelines for the historic districts and landmarks are available for inspection here on our web site; complete copies may be purchased from the Planning and Development Office at City Hall.

Originating in China, this thousand year old needle art was refined and perfected in Japan for decorative objects and especially for kimono and obi. The embroideries are worked on silk and fabric held in a wooden frame. The stitching is done with silk and metal threads using Japanese needles and other tools. Carl Newman is certified by the Japanese Embroidery Center in Atlanta and has many years of teaching experience. Stitchers of all skill levels are welcome, but pre-registration is required.

• Who: Students of all ages (kindergarten through 12th grade) are invited to participate!
• Make “Trash to Treasure” Fish Art:
o Students are asked to be creative and learn to re-use and recycle (i.e. aluminum and steel cans, plastic and glass bottles/containers, cardboard, paperboard, and newspapers) and turn it into something new and useful. This anti-litter activity is educational and will give children a sense of accomplishment, teach them to be better citizens, and prevent litter from damaging the environment.
o Also, students are asked to seek out and carefully collect recyclables to be used in creating their litter-art. The items they collect should be handled with care using gloves and should be sanitized before use.
o One piece per artist; teachers may ask classes to collaborate on a single piece.

Rocky Mount's Historic Preservation Commission consists of nine members appointed by the mayor and the City Council. The pertinent ordinance stipulates that a majority of the commissioners must demonstrate expertise in history or architecture through special interest, education, or experience.
The Historic Preservation Commission is responsible for protecting the architectural integrity of the local historic districts and local landmarks. To meet that responsibility, the commission reviews all applications from property owners and residents for certificates of appropriateness to make certain kinds of changes within the historic districts. Applications are reviewed to determine if the proposed changes are consistent with design guidelines. Planning & Development
Rocky Mount's Historic Preservation Commission consists of nine members appointed by the mayor and the City Council. The pertinent ordinance stipulates that a majority of the commissioners must demonstrate expertise in history or architecture through special interest, education, or experience.
The Historic Preservation Commission is responsible for protecting the architectural integrity of the local historic districts and local landmarks. To meet that responsibility, the commission reviews all applications from property owners and residents for certificates of appropriateness to make certain kinds of changes within the historic districts. Applications are reviewed to determine if the proposed changes are consistent with design guidelines. The design guidelines for the historic districts and landmarks are available for inspection here on our web site; complete copies may be purchased from the Planning and Development Office at City Hall.

Originating in China, this thousand year old needle art was refined and perfected in Japan for decorative objects and especially for kimono and obi. The embroideries are worked on silk and fabric held in a wooden frame. The stitching is done with silk and metal threads using Japanese needles and other tools. Carl Newman is certified by the Japanese Embroidery Center in Atlanta and has many years of teaching experience. Stitchers of all skill levels are welcome, but pre-registration is required.
