Though the US-led “
\;war on terror”\; has been ongoing for over two decades\, it is a
war that has been waged largely in the shadows –\; in the concealed
spaces of black sites\, extraordinary renditions\, covert drone program
s\, secret global surveillance\, and through expanding terrorism laws an
d security databases. This talk tracks a little-known but ever-expanding
dimension of US counterterrorism warfare\, one that travels in and thro
ugh a growing body of US counterterrorism law and sanctions regimes that
tether to foreign aid flows and monetary transactions around the world.
Drawing on over a decade of ethnographic fieldwork in Palestine\, this
talk traces how US counterterrorism law bundles and embeds in humanitari
an and development aid flows inbound to the West Bank and Gaza Strip\, t
ransporting\, in turn\, Washington’\;s counterterrorism regime into
the intimate spaces and interstices of Palestinian everyday life –
\; in a greenhouse in Gaza\, in a library in Bethlehem\, in the collecti
on of personal information and mapping of land plots\, in the halls of m
unicipal councils\, and in local elections. Tracing the transnational op
eration of US law\, this talk demonstrates how US empire operates as a t
opological formation that projects security and war power through opaque
arrangements and blended genres of rule—\;in this case contracted
relationships of aid—\;that render Washington’\;s counterterro
rism regime intimately embedded in the lifeworlds of those afar. More br
oadly\, it suggests that a close analysis of the topological workings of
the US security state in Palestine tells us something significant about
the shape-shifting nature of imperial formations\, their realignments a
nd reformulations\, their haunted sites\, and their obscured but intimat
e forms.

Dr. Lisa Bhungalia is an Assistant Professo
r of Geography at Kent State University researching late-modern war\, la
w\, empire\, and transnational linkages between the US and Southwest Asi
an and North African region. Her first book\, Elastic Empire: Refash
ioning War through Aid in Palestine\, published by Stanford Univers
ity Press in December 2023 examines the deepening entanglements of aid\,
law\, and war in Palestine with attention to the surveillance and polic
ing regimes produced through the embedding of counterterrorism laws and
infrastructures into civilian aid flows. She is also currently developin
g new research on the anchoring of sanctions regimes in global circuits
of finance. Her research has been supported by the American Council of L
earned Societies\, National Science Foundation\, and Palestinian America
n Research Center\, among other bodies\, and her published work has appe
ared in Politics and Space\, Political Geography\, Geopolitics\, Sma
ll Wars &\; Insurgencies\, Society and Space\, Environment and Planni
ng A\, Middle East Report\, and Jadaliyya\, among
other venues.

ommunity Wellbeing through Indigenous Food Sovereignty”\;<
/p>In her new book\, A Drum in One Hand\, A Sockeye in the Other\, Charlotte Coté\; shares many stories from her personal life and
stories shared with her about Tseshaht and Northwest Coast Indigenous fo
od traditions. Through these stories\, Dr. Coté\; wants readers to u
nderstand why her community of Tseshaht\, and Indigenous peoples worldwi
de\, are revitalizing their foodways and reconnecting with their haʔ
\;um\, cultural food\, by enacting food sovereignty. Dr. Coté\; asse
rts that enacting food sovereignty is positioned within Indigenous strug
gles for decolonization and self-determination and is central to nurturi
ng pathways to holistic health and wellness\, what the Tseshaht refer to
as tiič\;ʕ\;aqƛ\;.
\;
Dr. Charlotte Coté
\; is a Professor in American Indian Studies at the University of Washing
ton in Seattle. She is from the Nuu-chah-nulth community of Tseshaht on
the west coast of Vancouver Island. Dr. Coté\; has dedicated her per
sonal and academic life to creating awareness around Indigenous health a
nd wellness issues and to working with Indigenous peoples and communitie
s in revitalizing their traditional foodways. Her current book\, A D
rum in one Hand\, A Sockeye in the Other. Stories of Indigenous Food Sov
ereignty from the Northwest Coast (UW Press\, 2022) examines how cu
ltural foods play a major role in physical\, emotional\, spiritual\, and
dietary wellness. She is also the author of the book\, Spirits of O
ur Whaling Ancestors. Revitalizing Makah and Nuu-chah-nulth Traditions
em> (UW Press\, 2010) as well as numerous articles. Dr. Coté\; serve
s as series editor for the UW Press’\; Indigenous Confluences Serie
s. She is the founder and chair of UW’\;s annual "\;Living Brea
th of wǝ\;ɫ\;ǝ\;bʔ\;altxʷ\;"\; Indigenous Foods

Jang Wook Huh (American Ethnic Studi
es) explores how translation facilitated the migration of Western notion
s of Blackness to Korea at the turn of the twentieth century. \; In
particular\, he examines the serialized Korean adaptation of Booker T. W
ashington’\;s Up from Slavery in which American missionaries employ
ed sentimentalism to transform a locally situated concept of race into a
portable\, widely applicable\, “\;master category.”\;
“\;How to Edit a Work of Translation?”\;
How does one e
dit (or not edit) a translated work? What if the source language is unfa
miliar to the editor? Aria Fani (MELC) will join Maxine Savage (Doctoral Candidate\, Scandinavian Studies) in
a conversation about their approaches to editing poetry in translation.
Savage is part of the editorial team of the online journal Anomaly which
publishes poetry\, non-fiction\, comic art\, and literary works in tran
slation. They will docus on two poems in particular to better ground the
ir discussion. \;
