Description | Professor Walter's talk is titled "Responding to Diverse Housing Markets: Small Area Fair Market Rents and the Housing Choice Voucher Program." Small Area Fair Market Rents, calculated at the U.S. Postal ZIP code instead of the metropolitan area, are being used in the Housing Choice Voucher program to expand housing choice in neighborhoods of opportunity for lower income households. Early research indicates the type of housing market in which Small Area Fair Market Rents are implemented have important implications for program outcomes. Using public housing authorities in diverse housing markets, this study analyzes implementation challenges that alter program outcomes.
