Challenges and Cures: Vote-by-Mail in Washington State
As a fully vote-by-mail (VBM) state, it is important to pay particular attention to how voters sign and return their ballot envelopes in Washington State.
Using voter-level ballot data from primary and general elections between 2020 and 2024, this study examines the causes of ballot rejections and explores disparities across different population sub-groups.
Results show consistent evidence that voters of color and younger voters experience higher ballot challenge and rejection rates than White voters or older voters. The talk will conclude with recommendations for research and policy.
Scott W. Allard is the Daniel J. Evans Endowed Professor of Social Policy at the Evans School of Public Policy and
