Impact of the Kaduna State Residents ID Card

This webinar examines emerging evidence from KADRIMA’s payments-enabled biometric Residents’ Card initiative in Kaduna State, Nigeria. Drawing on preliminary findings from a randomized evaluation, the session will explore how different card distribution approaches affect take-up, whether card ownership improves access to financial services and social-protection programmes, and the trade-offs between equity, accessibility and delivery costs as the state prepares to scale the initiative. Researchers and KADRIMA representatives, including the Evans School's Isabelle Cohen, will also reflect on their collaboration, sharing practical lessons on embedding rigorous research within government programmes, coordinating data collection and use, and translating emerging evidence into implementation decisions. The discussion will offer insights for policymakers, practitioners, donors and researchers working to develop inclusive, evidence-informed digital identification systems across Africa.
